Is anyone else as confused as I am by this? The coverage is implying that Republican Senate leaders wanted to debate the measure and they lost. But the vote, as I understood, was a cloture vote – a vote to cut off debate – and it failed. So, they can continue to debate, right?
On the other hand, how is it a defeat for Republicans? This is an issue where Democrats are pretty united, but Republicans are far from it. A Senate vote doesn’t stop the President from continuing to push for this amendment, if it suits him. If anything, it may give him something to campaign on in a few places.
